Childcare allowance affair

In the Netherlands, tens of thousands of households have run into major problems because childcare benefits were wrongly stopped between 2005 and 2019. This is the childcare allowance affair (KOT affair). This has caused households to experience (financial) problems. The Tax Authorities are now trying to resolve this. This page explains what you can do if you are a victim of the childcare allowance affair.

Where should I report?

Are you a victim of the childcare allowance affair? Then report to the Tax Authorities. Do this on the website tax authorities or call 0800-2358 358.

Help for parents/partners/ex-partners

Do you now have debts, problems with your health, work, home or in your family because of the benefits affair? Do you need support because of this? You can contact the municipality for this. Send an email to money affairs@tilburg.nl. A municipal employee will then contact you to discuss your request for assistance. More information about the schemes can be found here website.

Help for children

Are your parents victims of the childcare allowance affair? You will then receive a letter from the Tax Authorities about the Child arrangement and the amount you get. Do you have questions or need help, for example with problems with your health, studies or work? Then send an email to money affairs@tilburg.nl. A municipal employee will then contact you to discuss your request for assistance.

I have debts to the municipality or other government

If the municipality receives a report that you may be a victim of the benefits affair, we will temporarily stop repaying your debts to the municipality. The Tax Authorities inform the municipality when you have been definitively recognized as a victim. The municipality will then inform you about which debts we may waive. You no longer have to pay it back. This works the same if you have debts to another government, such as the water board. More information can be found on the website tax authorities.

I have debts to a private party

At the beginning of 2022, the Tax Authorities also started resolving the private debts of affected parents/benefit partners. In a letter, the Tax Authorities ask victims to report private debts. Private debts are debts owed to organizations other than government organizations. For all conditions, see the website tax authorities.

Have you registered as a victim and received confirmation from the Tax Authorities that you have been affected? Then you can submit your debt list via the counter: www.sbn.nl.

Am I entitled to the Spuk (Specific benefit)?

You cannot derive any rights from the Spuk or appeal to money or resources through the Spuk. Affected parents/ex-partners and children are entitled to broad support (help) from the municipality. The municipality determines together with you what is needed. The Spuk plays no role in determining the support you receive.

What about my privacy?

Have you reported to the Tax Authorities? The municipality will then receive your contact details. We do not receive data from ex-partners or children. We only receive information from the Tax Authorities that we need to contact you, for example your telephone number. We only use this information to contact you. That is allowed by law.
